There's an Attach Files link with a paperclip icon in the Reply box of any thread. At least, there is in Windows

Adding PDFs as an attachment worked above for me using Google Chrome on the iPhone.

As per Ian’s explanation, tap on the paper clip attach files button at the bottom of a new post:

Doing this will bring forward an option of what to attach and where from on your device:
