Londons money scheme

Hi Guys,

can anyone explain to us non-Londoners just what kind of crazy scheme it is that has been put in place to rob poor drivers of their last few pennies??
What happens to the tourists from abroad who want to drive into the city?? How does that work for us...how do we pay??:D
