You'll find that the DVLA (http://www.dvla-som.co.uk) does not offer the more exclusive number plates which is why they appear to be cheaper, they've already been bought up by companies such as regtransfers.

Not sure about the discount, I'll have to look at my records when I get home...

New issues you can buy direct from Swansea - Presently xx 03 xxx - they put anything they believe will be popular into auction but we bought ours over the phone.
Numbers of scrapped vehicles you can buy from Swansea.

Many issued numbers are bought by the private companies who charge you a mark up for them - if they own it you have to go through them but it is always worth checking the DVLC site - ours was 40% more if we had gone to one of the transfer companies and it was an unissued number - all they would have done is phoned Swansea to buy it and sold it on to us!
