Yes, this will cause the fan to cut in.
But - this won't tell you whether it would cut in under other circumstances, so a better way to test is if you have access to VCDS plug in and run Output Tests which will go through and enable the fan controller - you'll hear it kick in.
Fan failures are a common cause of overheating / head gasket failure then pressuring of coolant...
Hope it's a simple fix for you and just the fan.
