The weather has finally gotten better so pulled out the intake flap and true enough it was the whole shebang: full of oil and both cogs had damaged teeth. The flap also needed a good clean. Cleaned everything up, the motor is tested and running, ordered replacement cogs on ebay and once it arrives I'll button everything back up.
