Simples? Really? This is VW's initial reply:

"Good afternoon,

Thank you for your email, after checking your vehicle details we can confirm these meet EU 3."

So EU4 in Germany but EU3 in the UK! Presumably this is due to the fact the 1.2Tdi was never sold in the UK. Too much trouble to refer to the CoCs. So I sent them this:

Limits (diesel): CO: 0.64g/km | HC and NOx: 0.56g/km | NOx: 0.50g/km | PM: 0.05g/km
Remember that the requirements of ULEZ are Euro 4 (NOx) for petrols and Euro 6 (NOx and PM) for diesels - so for a petrol, what you need to show is official confirmation that NOx emissions are 0.08g/km or under.

That's a very good point, as far as London's ULEZ, along with Bath, Birmingham and Leeds (so far), is concerned Euro 4 is only relevant for the 1.4 and 1.6 petrols. Diesels, even if they have got Euro 4, will be charged.
I admit, I got a bit caught up with Euro 4, as my two (Mk1 TT and FSI) are both petrol and Euro 4.

Only in Birmingham. Bath doesn't charge for cars and Leeds CAZ has been abandoned.

In my experience, you'll only get EU4 approval if the vehicle was originally tested against that standard. So a 2001 vehicle, even though it meets the EU4 standard will only ever be considered as EU3, in the UK at least. Mac's FSi would have been tested against the EU4 standard, so his letter is just a clarification. That's the answer I have received from VW UK and VW Germany - I am still awaiting replies from Audi.

In Germany, you will receive a green plakette if your vehicle meets the EU4 emission standard, even if it is nominally EU3. So a 2001 A2 petrol will not be considered EU4 in the UK but would receive a green plakette in Germany. In France a 2001 A2 petrol would receive a '3' CRIT'Air sticker instead of a '2' with only EU3 on the V5.

So much for European standards!

Any Londoners out there with petrol A2s got any PCNs and challenged using the emissions letter from Audi ?
 
Can anyone in the club tell me which model is exempt from the Ultra low emission zone, charge ULEZ I’ve got a nephew driving into the zone every workday and he’s looking towards getting a A2, I need or rather he needs the definitive answer, I’ve been told the 1.4 petrol, but if I enter that onto the tfL site it says there’s a charge for this model, !!!!!!
I believe there are two zones in London. Outer London is a LEZ (Low Emission Zone) and Central London is an ULEZ (Ultra Low Emission Zone).
Euro 4 is OK in Outer London, but Central is (I think) Euro 6 or Pure EV only.
Petrol A2s meet Euro 4, but since they were built before Euro 4 was mandatory, their V5C does not state this. You can get a CoC and emissions Declaration FOC from Audi and get the V5C updated by DVLA. However, if you use the London Emissions Checker, you may well find your OK for LEZ. I have an FSI and Mk1 TT, and both checked out OK even before I got the V5Cs updated.

I think @PlasticMac is muddling up ULEZ and congestion charges.
1.4 petrol is exempt from ULEZ, which is expanding out to the north and south circular roads in October, but you’ll still need to pay the congestion charge in central London which is a different animal from ULEZ altogether.
I live in the expanded zone, but as my 1.4 is exempt from ULEZ, I won’t have any charges unless I drive into central which I never do.
If a car isn’t exempt from ULEZ, say a 1.4 diesel, which drove into central London then they would be hit with two charges, congestion charge and ULEZ.
Details of both are shown below.

07:00-22:00, every day, including weekends and bank holidays. Except Christmas Day (25 December).

I believe that early petrol 1.4s, will come up (on the ULEZ checker) as being subject to ULEZ charges, despite the emission data being within Euro 4 limits. I believe (but not certain) this is down to the date when Euro 4 was first published.

I didn't see any reference to Euro 4 in the TfL text, so believe that London's ULEZ is based on actual emissions data, and not on Euro Status. If so, an early A2 may well be OK if you submit (to TfL) a CoC with the appropriately emissions data on it.

Mine’s a Y reg and comes up as exempt. I think it’s only very early (I.e. X reg) that doesn’t.
 
For petrol A2s, if your emissions meet the EU4 standard your car will be ULEZ exempt, as long as you have proof (on V5C or CoC). If your car doesn't have EU4 on the V5C, that's down to (one of) the inadequacies of the DVLA. That's been confirmed to me by the DoT.

Not defending DVLA, after all, they've lost the V5C, CoC and Emissions Declaration for my FSI!
The Audi Emissions Declarations does say that the 1.4/FSI meets Euro 4, not that it actually is Euro 4.
However, when (if) you get an amended V5C it proudly states that your motor is Euro 4.

When any A2 was first registered, it would have had an EU emission standard, which predate the A2. There was no EU Status field on early V5Cs because it didn't matter then. It does now, which is the problem.

The DVLA won't amend your V5C to state EU4 if the vehicle was originally built as EU3, even if the vehicle meets the EU4 emission standard. If your vehicle does meet the EU4 standard (and it's a petrol), you won't be legally liable for the ULEZ charge, although you might have to go to court to prove it!
