1.2 tdi Euro 3?

Hi! Does anybody know if the Audi A2 1.2 tdi complies with Euro 3?

By paper it's EU3.
At least with power steering and climate control.

The version with air conditioning was homologated as Euro 3, but actually fulfils the emission requirements for Euro 4. To prove it, I ordered a COC (certificate of conformance) from Audi for €70, which shows the emission values. Upon seeing it, DEKRA (one of the two German emission-certifying authorities) issued me a green "4" German emission sticker without asking any further questions.

In UK, the CoC is free!

On the Continent, the first one for the given car is free, subsequent ones are €70. Apparently, someone ordered one before me.
