Draining the Fuel Tank.

Is there a way to drain the fuel tank, that minimises the considerable risks that fuel, particularly petrol, presents?

Cheers, I was asking primarily to help @Azim who seems to have a very contaminated tank and fuel. Other than a simple, gravity siphon arrangement, I can't see a safe method. Petrol, and particularly petroleum vapour, is extremely explosive.

I'm thinking the least risky method is to remove the tank, empty it, clean it, then put it back. No sign of a drain plug.
