Flap won't shut

So this morning filled up washer fluid then tried to shut the front flap.... No work.

Upon inspection the latch is sticking inside the pipe that links to the drivers footwell. I managed to push the latch in a bit but no movement, even with wd40. I'm feeling the pressure on the pipe off the lever being pulled but I've a nasty suspicion the cable may have snapped inside.

Anything I can check or is it a case of simply replacing. Is it the whole thing or part?
 
When this happened to me, the latch was completely stuck in it's tube. I teased it out with a jewellers screwdriver and a pair of pliers then flooded it with GT85 to lubricate it and clear out all the grot, wiping it clean with a cloth as required. I initially worked the latch with the pliers to ensure it moved freely then applied a little grease. I then worked the latch from the cockpit to ensure all moves freely.
 
As dads taxi suggest it’s just crap in the latch. If the cable snapped the latch would be shut
