If you can't get an assistant or don't have a ready means to measure voltage, go outside, start up, turn the headlights on against a wall and see if they dim noticeably if you try to steer from lock to lock - same idea, just with a quick visual readout.

My intention was to see if the power steering was drawing current, and so trying to work, or not running at all.
Just be aware that the headlights, even main and dipped together draw about 18 amps, but power steering draws 3 to 4 times that.
