Leeds clean air zone

I used the online contact form to query this with DVLA, and here's the (very long, sorry) reply:

"We appreciate you contacting us to seek clarification on the matter.

After checking your vehicle record, I can see that the Euro Status is missing.

Work is ongoing to provide an accurate result for vehicles which may have adopted a Euro standard before it was legally required to do so. You are not required to take any action at present as we are working closely with manufacturers and partners to update the results for these vehicles before the launch of the first Clean Air Zones.

If you wish to speed up the process, you may choose to send:
Your Certificate of Conformity from the manufacturer
V5C Registration Certificate
A covering letter
To:
DVLA
Swansea
SA99 1BA

This will update the V5C with your Euro standard and you will receive a replacement V5C within 4 weeks.

When this information is updated, the Clean Air Zone checker will be able to provide the information to show if your vehicle is compliant or whether you would be subject to a charge when entering the Clean Air Zone.

It may help if I explain that the Clean Air Zone scheme is not linked to Transport for London's Ultra-Low Emission Zone and can only be found in locations outside London. However, we are working with Transport for London to ensure as much consistency as possible between our Clean Air Zone vehicle checker and the ULEZ system. We would advise all drivers to use the relevant vehicle checker for the zone they intend to travel into if they are unsure if their vehicle meets the standards.

Looking at the V5 for our Lupo 3L, I can't see any entry, empty or not, for the emission class. You can only work it out from the emission levels. Does that mean that they have to re-issue new V5's for every car?

I sense a can of non-arthropod invertebrate animals.
Having checked again on the London ULEZ checker, my TT, (and the FSI) which was free, is now charged as non Euro 4.
Being cynical, I think they have realised that income is much increased if all pre 2006 cars are automatically classed as non Euro 4.
I suspect that not many pre 2006 car owners know if it is Euro 4 or not.
The steam roller of bureaucracy triumphs because of the apathy of the masses. Except petrol A2 Owners!

Possibly, but inertia is the more likely cause. It mattered less then, that a car was EU3 or 4. They've never caught up.

It's all a bit odd. Back in 2019, both (FSI & TT) were ULEZ compliant, now, neither is. Roll on receipt of those C of Cs.

We had these same issues back in 2010 with getting a German clean air zone permit. I and others with a 2004 TDi 75 got a yellow sticker whereas some said we should have got green. It didn't help that the UK Reg docs didn't have sufficient info on them.

 
Alan, is your A2 an AMF or BHC? A BHC is EU4 and should get you a green. An AMF will be yellow though.

I've just received the C of Cs for the FSI and Mk1 TT.
Because the cars are pre 2006, the Euro 4 compliance is not included on the C of C. Audi have supplied separate declarations, showing emissions and Euro 4 compliance.
Meanwhile, TfL have responded, and will correct my Audis, if I upload my V5s. Not sure if that's going to help though, as there is nothing on the V5 about Euro 4. I'll upload the C of Cs and emission data too.

I'm not sure that the CoC ever shows the EU level but it does show the emission levels which determine the latter, as does the V5. That's because it's likely to become out of date eventually, e.g. the CoC of our 1999 Lupo 3L shows conformity with EU4 (diesel) but EU4 didn't exist in 1999.

Don't TfL and the CAZs use the same database? It wouldn't be surprised if they didn't!

If 1.4 TDis pollute enough to be hit with these kind of charges why is road tax £30 for them? And why is it about £140 for a 1.4 petrol??
Because a comparable petrol engine is less efficient than a diesel and therefore emits more CO2. Don't assume that a petrol engine is less polluting in other respects. Emissions standards were crudely based on emission weights (quantity) rather than particle size (quality). You might find that smaller particulates emitted by a petrol car are a lot more dangerous than those emitted by a diesel, i.e. less visible, therefore penetrating the lungs more deeply.

I think the dangers posed by the particulates that are produced by an older tech, non DPF diesel, are not much disputed.
Low tax on diesels is, as @RAB says, based on low CO2 emissions.
Low emission zones are based on lowering particulates, (for health), rather than saving the planet - green house gases).
Regardless of what type of IC engine they'll get us all in the end...

Hi RAB. It's a BHC! No worries though. It's highly unlikely I shall be driving to Germany anytime soon, if ever.
