steering problem

I noticed the other day while driving i could feel through the steering wheel what seems like the brakes binding and pulling me in one direction then the other although it wasnt major movement it kinda put the wind up me abit esp with the winter weather creeping in and all. Handbreak is also i wee bit creaky perhaps the rears are sticking then releasing causing the car to slightly sverve. I dont drink and drive by then way

Any ideas?

I've had that in slippery conditions when one wheel then the other loses traction then grips again. Its fairly obvious though as the traction control light goes crazy
