What is this blemish?

I've just spent 3 days giving the A2 it's annual spring clean inside and out - not perfect - just don't have the time. The downside is one sees all the chips and scratches. I did notice this "tarnish on the very top of the nearside wing. Any ideas what is the cause and the remedy? Could it be pollution? I tried claying but it made no difference.

PS I took a few photos but only one was in focus.
 
The wheel arch was resprayed - not the whole wing.

I can't remember how long these dark spots have been there but I think I first saw it last year and now they look more darker. The nearside catches the sun (the A2 points west) but there is a high hedge/bush that gives shade. It could be that over time the paintwork is fading but some pigments are not fading - just an uneducated guess.

I will get some Meguiars and try that first and then some hard polish.

Has the engine been cleaned with a cleaning product recently?
I ask as the bonnet in the photos appears to be free from said marks.
Polish first & then protect with a wax or sealant

First, to answer Keith's kp 115 question, no the engine been not been cleaned with a cleaning product.

The Meguiars G17216 Ultimate Compound arrived and I tried it using a foam pad. It made no difference:

Having bought the Meguiars and having some 4 or 5 long scratches on the bonnet, I did the whole bonnet (with a clay first) and they went. I hope I've not overdone it but I was pretty cautious. My tin of hard wax was near empty, so I used lots of Mer liquid wax.

PS How do those scratches get there. I never put anything on the bonnet and take great care handling when taken off. Maybe either garages or people laying things on my bonnet while they open their boot.
 
Having worked in a Bodyshop for over 25 years, this is defiantly from this panel having been painted previously, this as you can see from all of your photo's that its not on the surface but under the lacquer and the only way this can happen is when its painted. Now this could have been painted as part of a marine/transit claim from new prior to going to a dealer or going to the customer, or as you have said the arch has been painted they could have had an issue and painted the full wing but not said anything or charged you extra

Cheers Phil. I think that is more likely - it has also occurred to me. I've had the car 17 years and I'm sure it wasn't there before.

Irritating, as once seen it tends to sticks out and be noticed thereafter.
