Perhaps if you remove the assembly from the car you may find an issue with the mounting bushes being damaged or out of position.

Hi, the bushes were ok, just that washer being the wrong size so the bolt wasn’t holding the bush up in position. But definitely a bush related issue.

Hello again, the washer was just the wrong size, barely bigger than the hex head. The new one fits snuggly in the recess in the rubber bush. I’ve not taken the bolt and washer out of any of the other cars as it’s such a pain but they all appear to have the washer fitting in the bush recess.
This was the bolt with a trial fit of the new roofing sheet washer and the old small one. The old washer can be seen to be in perfect condition, no wear or corrosion.
I assume it was fitted in error but the car is low mileage, 52k, so I’m not sure why it would have been changed.
