Hi Glen,
sometimes contaminated relay contacts can get a bit sticky and weld temporarily, but there is the "park" facility where the indicators stay on without flashing if the engine is off and the indicator stalk is up or down. A fault might make the module act as if this is happening when the car's really driving.
