Yes you need VCDS do do it.

Is there any chance that the sensor in the gas pedal is fluctuating? What type of sensor is it?

I haven't had the pedal off, but will add it to the list. I sort of ruled it out as its only when the pedal is stationary that the fluctuation occurs. The car revs smoothly all the way to 7000 but is very low on power below 3000. Pulling into the road can be a bit of an eye opener.
