If the display for the outside temp doesnt show on the display what could be the problem.

Instead of the temperature what does it show? If you are low on petrol or have an issue with coolant, abs, oil check then the outside temperature feature will not show until you have rectified the issues mentioned.

It shows nothing blank screen but the fuel does come and the diognostic check works ie oil,water,lights,brakes.
 
It can really be only one of two things, either a dicky sender or a dicky dash! If it's the former, I'd suspect that the readings to be wildly out first (mine is on it's way out at the moment - reading a constant -5 to -2 no matter what!) and a new sensor is about a fiver.

If the instruments have done awol, the costs will be more significant.
