Strange noise after remap like metal tinkling

I'm having a bit of a remap nightmare.
I left the car with the garage and after 2 failed attempts at correcting a problem which involved the engine having no rev limiter at all (it just revved right up to 5000 rpm), they eventually managed to get it to limit at < 5000 rpm. After a week or so of not much power increase, it was producing too much black smoke and only getting 34 mpg so I decided to have the ECU restored to the original state. I thought it was restored, but tonight thought i would check the rev limiter. It goes well into the red at 4800 rpm, which is the second last red mark on the scale.
I seem to remember it is supposed to go just to the red which is 4500 rpm or maybe it went to 4450.
Could anyone confirm what the 1.4 tdi is meant to rev limit at?

I thought during the remapping process only the values that controlled fueling, turbo etc should be changed. The rev limiter is surely something that should not be changed.
I researched the company I chose and couldn't find anything bad, only good reports. Also had a polo 1.4 tdi done at the same time which was very successful. Surely even if they messed up my original file all they would have had to do is flash the ECU with a generic/standard file for my particular ECU and all values would be restored.
