A strange sound when I turn on the ignition

Hi All.
Strange one here. When i turn on the ignition I get a strange 'groaning' sound coming from what seems to be behind the glove compartment somewhere. It lasts a few seconds. The interior fan is off so its not that. Any ideas what it may be? If i switch off ignition and then on again I'll get it again. This is without starting the engine. Any ideas welcome.
Its a 2002 TDI75 without climate control.

If it is an early 2002 model it might be the Webasto pre-heater?

I get the same from the same place but I wouldn't describe it as a groan, more a small electric motor sound.
I assumed it is normal. Mine is a 1.6 FSI.

Definitely not the webasto (though it does have one). It must be some electric motor. Does anyone know what electric motors are energised when the ignition is switched on?
