Am I missing fuses?

Hi maybe a dumb question.



I just checked my fuse box and according to this post http://www.a2oc.net/forum/showthread.php?10712-Fuse-box-Fuses-Fuse-Ratings-Fuse-Locations
fuses 3 and 4 are for
-------------------------------------------------------------
3 - Voltage Stabiliser 20A
-------------------------------------------------------------
4 - Radiator Fan Thermo-switch 25A
Radiator Fan
-------------------------------------------------------------

If I look in these spots, these appear empty???? (I checked they are the right spots, all other fuses match the (Dutch! booklet)
Are the Voltage Stabiliser and Radiator Fan optional?

May be the absence of voltage stabilizer explains my problems with the car electronics....

Nevermind,

I just saw a picture on the german forum wiki that had the exact same layout, also empty spots for fuses 3 & 4, so it seems normal...
