automatic dipped headlights

I have imported an A2 from Germany to Norway. Here it mandatory to have dipped lights on all year round, anyone have experience of setting up the dipped automatic lights with startup ?

Basically need help with setting the dipped headlights to turn on with position (2) on ignition barrel (preheating) and normal running position.
