Black thing behind EGR valve?

Not sure if it's broke but had a rummage around my engine bay to check on any loose vacuum tubing and discovered a black plastic cylinder thing with a leaver attached to it which is slightly loose from it's bracket. Should it be like that? Any help would be great thanks.

I think the cylinder / lever assy is the intake manifold flap changeover valve. When the engine is about to be switched off, this cuts off the airflow to the cylinders so the pistons have nothing to compress. Without this feature the engine would shudder to a stop as the slowing down engine does not have the energy to get over compression one last time. Aparently early diesel models did not have this feature and the engine felt like it had siezed up every time it was switched off

Thanks for info. Managed to secure the unit and for some reason the car runs smoother. Also cleaned the MAF, it now runs smoother and quicker, oh yeah! :D
