if its leaking oil then this is likely to be the turbo oil seals leaking and letting oil into the airflow, the EGR valve will just be allowing the oil to leak through the shaft
I think the EGR valve is vacuum activated so if the diaphragm in the EGR capsule is split, it's possible the oil laden crankcase breather gases could be drawn into the capsule then leak out the vent hole (that's the theory anyway)
A quick test would be to connect a pipe to the capsule and see if it holds vacuum or pressure (blow down the tube if you don't like the taste of oil or don't have a Mityvac pump)
I've seen this a few times on a few different cars. The oil leaks from the vent holes on the atmospheric side of the actuator diaphragm. It gets there as the charged air from the turbo pushes around the EGR valve stem and into the atmospheric side of the actuator. I haven't seen any repair kits, though I doubt it is possible to repair as the actuator and valve body is a sealed unit. Blanking the EGR will have no effect on the oil leak.
