Lower Steer Column Trim

Is it possible to remove the lower steering column trim without removing the airbag and steering wheel first?

Those front two screws look like they could be accessed with a right angled screwdriver maybe if the steering wheel adjustment is fully extended??
 
I can't remember screws behind the steering wheel for the lower column trim. Just two screws on the underside of the trim. But I might be wrong. Or do they only hold the upper trim?
 
There are two screws behind the lower part of the steering wheel that hold the bottom cowl in place (in addition to the ones you can get to underneath.

I am sure that you have to take off the wheel to remove the bottom surround and I don't think that you could get at those screws without doing that.

And if you extend the column back surely the cowl comes with it?
