Revving on start up

I was just wondering if any other forum members might be experiencing the same problem as me.
I own a 2001 Tdi which runs runs fine on start up. However, if I turn off the engine and leave it a while (e.g drop off shopping etc) then start it up again it tends to rev really badly for a couple of seconds as if I had my foot on the accelerator.
It drops back to 1000 rpm very quickly again but it just seems very odd.
Does anyone have the same prob or know what could be causing it?

isnt this to do with the timing belt being a little knackered? if not it might just be a fuel/power issue. im not sure so i could be well off the track
