Wiper arm tapping on windscreen...

Any ideas how to cure this little niggle? The joint of the lower wiper arm is tapping on my windscreen over bumps and with every swipe if the blade when in use. So much so there is actually a 10cm line/scratch appearing at the bottom of the windscreen where it catches.

Anyone know what's causing this and is there any quick fix?
