Won't start after new vacuum pump

It's normally a condition of the pump warranty that the tank is cleaned before fitting. I use a cheap hand pump from TK Max to drain the dregs. I think you will find its full of crud and causing all your problems.

I would recheck the fuel filter.There could still be air in the filter or leaking connections. The return line is also under pressure back to the tank, but any loose connection or degraded pipe will allow air into the system.

Thanks for all of your input, it is much appreciated. I rechecked everything. I didn't have a torque wrench for 10 nm so I knew there was a risk I had overtighten the lower nuts on the tandem pump. I changed the gasket, although it was already new since I had just changed the pump, tightened it very carefully this time and since then it's been running fine. I had some trouble starting it today but that's probably because it's -14 deg Celsius outside, otherwise it has been starting on the first try for the past week.
 
I have had a very similar problem for two years ever since I bought my car. It does not have the pump but is a tdi, and needs to be parked in a nose down position otherwise much cranking is needed. I keep meaning to get round to things. My suggestion is that you park in a nose down position all the time, either reversing on to your drive or driving in and see if this resolves the problem, if you make it a habit. Minor leaks can be very hard to trace.
I suspect the tandem pump, but I also have the vague idea that air may be leaking in from the auxiliary heater also or perhaps the fuel supply is entirely separate? At any rate, my current plan is to do nothing.
I've been doing that for a couple of months but since I got that whining noise and started to change the two pumps it has been very unreliable and facing downhill didn't always do the trick anymore.
