No, there are two parts in one assembly, the EGR valve and the anti shudder valve.
leave the vacuum pipe connected to the black part as this is the anti shudder valve, remove the pipe and plug it as per timmus comments earlier in this thread that connects to the larger steel coloured part of the assembly (this is the EGR valve)
With the vacuum pipe removed from the EGR valve the anti shudder part will still work as designed, but the EGR will be permanently turned off (until you re attach the vacuum pipe)
Hope this clears up the confusion (this is the case for the AMF engine, later engines have a split EGR and Anti shudder)
