That all depends on how destructive you wish to be...
First eliminate the handle is not disconnected from the linkage under the dash. Second push the flap FIRMLY shut, then while holding it like that have someone else pull the release handle and just after they have pulled the handle and held it in the open position try to pull the flap down. Third have someone hold the release in the open position while you insert a large flat bladed screwdriver into the gap between the flap and the chrome on the right vertical edge and lever the flap to the left to unlock from the tongue. Fourth drill a 8mm hole inside the second from the left Audi ring through the black plastic ring in the top corner where the first ring overlaps the second and use a cross point screwdriver to wedge the lock back out of the way.
Beware some or even all of these methods could end up breaking the locking tongue off the service flap so entirely at your risk.
