You are correct David, I have tried both keys (before and after both batteries replaced) and they don't work with any method offered.So the CCCU's part number is 8ZO 837 231P - There are old threads from other members long ago quoting that exact part number when their cars were just a few years old, so I would say it's quite likely to be the correct / original one for the car.
I saw in another thread on this issue that you could go to Timpsons and get them to check your keys were actually sending a signal, but the fact that neither of them work even with new batteries (you tried that right?) suggests a problem elsewhere. I think a scan is the next step.

Yes I have all electric windows, funny old thing is the windows all work individually but the drivers side only works for the drivers side, another job I was going to look into at some point.Mark, does your car have all four electric windows? If so, then Steve's Q unit would need you to code them in with VCDS. I'm now suspecting that's why you have the P unit.
Note that all single-letter CCCU's contain a compromised Motorola chip which is why there are now frequent failures on that generation of CCCU. Failure is not unknown on the later two-letter ones either but nowhere near as often. I guess, let's see what David's VCDS says about it but the remotes not working could be a sign of this one starting to go.

A quicker route could be to use @A2Steve 2 fobs and replacement CCCU, just plug and go. No chance of accidentally reprogramming something else on the car with VCDS.

CCCUs aren’t plug and play.
